Woman in Northern Indiana claims horse was abandoned on her property, but he was picked up in Niles, MI. Could this horse be stolen or missing?

horses name: "Legend" - called this by Michigan Rescue. I was told the Horses name was Frank but he does not respond to the name.

height: 15.3 hands maybe 16 hands
identifiable characteristics: This boy is a solid Red Dun with the dorsal stripe. But he has a Bald face with ice blue eyes and heavy black eyeliner.
how found details: I was contacted by a lady in Northern Indiana because I run Red's Domestic & Farm Animal Rescue. The lady had a horse that she claims was abandon on her property. She had the horse all summer and winter but the people dropped him off and never came back. She thought about putting him down but then contacted me to take him. So I made the arrangements to go get him. The lady had me pick him up at another location instead of her home. I picked him up in Niles, MI instead which caused me some slight concern. This horse has way too much training to be an abandon horse in my opinion so that is why I am looking for any information I can get on him.
