This is still a good idea to follow - although it can seem counter-intuitive. If you have a fence, aren't you keeping your neighbor OUT?

Well, yes - and no.,

You see, it eliminates some hard feelings sometimes. Such as when your horse decides to visit the Bird Lady's feeders for the sunflower seeds. Can't blame the horse - the things ARE tasty! Plus, she left the seeds out there for passing fauna to eat as they will and the horse just happens to be a passing member of the fauna. The horse can't help it if he doesn't have feathers and can't sing pretty. Forget the sitting up on a tree branch, too. Wouldn't do the tree much good. 

So the Bird Lady calls the local cops because this isn't the first time Dobbin has visited her snack bar. The cops round up Dobbin and call the owner - who gets read the riot act this time about not keeping his horse behind a fence and away from the bird seed and a citation to go along with it.   

Now nobody is happy - Bird Lady is out some expensive bird food; Horse Owner has to take Dobbin home and spend the time and money to make certain he STAYS home, PLUS whatever the fine is for the citation; and the cops are ill-tempered that they got called out for a bird seed eating horse. 

Only one who is even mildly pleased is Dobbin--who got the bird seed.
